Responsibilities
This position is responsible for the strategic, subject matter, operational management and administrative direction of the Florida Behavioral Health Data Repository, a statewide integrated data program supporting research, policy analysis, and evidence-based decision-making across Florida. Provides executive-level leadership for the development, governance, and sustainability of a complex, multi-agency data infrastructure, ensuring compliance with legal, ethical, and security standards while advancing better understanding of behavioral health practice and efficacy. Sets the strategic vision and operational direction of the program, leading strategic planning, providing guidance to senior management and affiliated faculty, and serving as the primary liaison between Florida State University and external partners.
Provides overall leadership and strategic direction for the statewide integrated data program. Develops and implements long-term program goals, performance metrics, and sustainability plans. Oversees day-to-day operations, including budgeting, staffing, timelines, and deliverables. Prepare reports and briefings for university leadership, state partners, and funding entities.
Helps to lead the establishment and maintenance data governance frameworks, policies, and procedures in alignment with state and federal regulations (e.g., FERPA, HIPAA, data sharing agreements). Ensures responsible data stewardship, privacy protection, and secure data access for approved research and policy uses. Coordinates with legal counsel, information security, and institutional review bodies to ensure compliance.
Serves as the primary point of contact with Florida state agencies, legislative stakeholders, and other external partners. Assists in management of memoranda of understanding (MOUs), data use agreements, and interagency partnerships. Facilitates cross-sector collaboration among researchers, policymakers, and technical teams.
Supports faculty and affiliated researchers in using integrated data for high-quality research and evaluation. Promotes the use of integrated data to inform public policy, program evaluation, and strategic planning. Identifies opportunities to expand data assets and analytic capacity in alignment with state and university priorities.
Recruits, supervises, and mentors professional staff, including project managers, analysts, and technical personnel. Fosters a collaborative, inclusive, and high-performing team culture. Supports professional development and continuous improvement within the program.
Identifies and pursues external funding opportunities, including grants and contracts. Manages program budgets and ensures responsible fiscal oversight. Contributes to proposals, funding reports, and renewal efforts.
Qualifications
Bachelor's degree and six years' experience related to technical services or a high school diploma or equivalent and ten years of experience. (Note: or a combination of post high school education and experience equal to ten years.)
Preferred Qualifications
Master's degree and five years experience related to medical, social or human science and or research. Subject matter expertise in behavioral health and health-related data.
