We have invested $534 million of NMTC tax credits across 44 high impact community projects and we received a record $85 million NMTC award for the 2024-2025 double round.  AOF is on a journey to both scale our impact and become financially sustainable.   We’re building a better system for underserved small businesses and a workplace where passionate problem-solvers, data-driven thinkers, and small business champions thrive.   For more information about us, visit https://aofund.org/   ROLE SUMMARY:  Reporting to the Chief Financial and Operating Officer, the Vice President of New Markets Tax Credits (NMTC) is responsible for the strategic direction, development, and execution of Accion Opportunity Fund’s New Markets Tax Credit program. This role leads the evaluation, structuring, and closing of NMTC-financed community facility projects. Oversees asset management, compliance, and reporting for the NMTC portfolio and directs preparation and submission of the annual NMTC allocation application to the CDFI Fund. The Vice President plays a critical role in external relationship management, pipeline development, investor engagement, and organizational strategy related to NMTC deployment and impact. JOB DUTIES AND RESPONSIBILITIES: Lending - Source, evaluate, underwrite, and originate NMTC transactions financing the construction or rehabilitation of nonprofit-sponsored community facilities - Set strategic direction for NMTC deal structuring, risk management, and credit standards in alignment with organizational goals, investor requirements, and regulatory expectations - Lead and oversee complex NMTC loan closings, including coordination with borrowers, investors, attorneys, NMTC consultants, accountants, and other transaction parties - Review and approve transaction structures, financial models, and borrower financial analyses, including consideration of real estate risk, construction risk, and NMTC tax and legal structures - Review and approve legal documentation to ensure appropriate risk mitigation, compliance with NMTC and IRS regulations, and alignment with investor requirements - Underwrite, prepare and present credit memoranda to the Advisory Board and the Governing Board. - Cultivate and maintain senior-level relationships with NMTC investors, consultants, developers, and community partners to ensure a robust and sustainable project pipeline NMTC Allocation Application and Program Strategy - Provide overall leadership for the preparation, strategy, and submission of the annual NMTC Allocation Application to the CDFI Fund - Set application strategy, narrative positioning, and impact priorities to maximize competitiveness and alignment with organizational mission -  Manage data collection, internal coordination, and external consultant support related to the NMTC application process Asset Management, Compliance, and Portfolio Oversight - Provide executive oversight of NMTC asset management, loan servicing, and compliance activities across the full NMTC portfolio - Supervise and develop a team of finance, asset management, and compliance staff responsible for servicing, monitoring, and reporting - Oversee construction monitoring processes and approval of NMTC project construction draws - Monitor portfolio performance to proactively identify, assess, and mitigate financial, operational, or compliance risks - Oversee borrower, investor, and regulatory reporting, including financial statements, tax filings, and NMTC compliance submissions - Lead the development, refinement, and implementation of NMTC policies, procedures, and internal controls as the program evolves - Oversee collection, analysis, and reporting of social impact data - Ensure NMTC impact reporting aligns with organizational impact goals, investor expectations, and external reporting standards Cross-Functional Leadership and Program Development - Partner with IT and other internal teams to maintain and enhance NMTC data systems and reporting tools - Oversee NMTC-related marketing, communications, and thought leadership efforts in collaboration with internal stakeholders - Lead internal NMTC strategy discussions, team meetings, and cross-functional coordination efforts - Ability to oversee multiple closings simultaneously - Represent the organization in NMTC industry forums, conferences, and associations - Coordinate with industry partners and associations to advocate for NMTC program enhancements and policy improvements - This position requires occasional travel for industry conferences and project site visits.   MUST HAVES:  - Minimum of 10 years of relevant professional experience, with significant leadership experience in community development finance, structured finance, or related fields - Minimum of 10 years of deep expertise in NMTC or comparable complex tax credit, project finance, or structured credit transactions - Strong relationships with investors, consultants, and community lenders or developers - Demonstrated experience leading complex financial transactions, including underwriting, structuring, negotiating and closing - Strong understanding of real estate finance, legal documentation, and regulatory compliance - Experience with commercial real estate and commercial lending including loan participations would be a strong positive; - Experience analyzing financial statements and evaluating sophisticated financial models - Proven people management experience, including team leadership, mentoring, and performance management - Exceptional organizational, strategic planning, and risk management skills - Strong written and verbal communication skills, including the ability to communicate with investors, regulators, and senior stakeholders - High attention to detail with the ability to manage competing priorities and deadlines - Proficiency with MS Office and CRM or financial systems (e.g., Salesforce);
