This position resides on the Digital Content Solutions Team in the Bureau of Enterprise Applications within the Chief Information Office.
The position oversees the Digital Content Solutions Team, which supports The Office of the State Comptroller’s (OSC) enterprise scanning (IBM Datacap) and content management systems (IBM FileNet), and provides administrative support for the NYS Local Retirement System’s IVR system.
The team performs platform administration for Datacap and FileNet and develops custom OCR/ICR scanning and content management solutions for OSC.

Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer Options:
For 52.6 transfer to a(n) Manager of Information Technology Services 1 (SG-27), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Preferred Qualifications/Knowledge, Skills and Abilities:
- Demonstrated experience leading small teams (up to 49 staff) (more than 2 years to 5 years).
- Demonstrated experience in Project Management (1 year to 2 years) including but not limited to:
- Project Time Management: Define activities, sequence activities, estimate task resources and duration and develop project schedule.
- Procurement Management: Managing contracts, procurements and vendors, including development of IFB and RFP and evaluation of proposals.
- MS Project.
- Demonstrated experience in Technical Writing (2 years to less than 5 years) including, but not limited to:
- Evaluation of written materials and specifications.
- Evaluation of proposals and statements of work.
- Standards and procedures, Service Level Agreements (SLAs), User Guides.
- Statements of Work development.
- Demonstrated experience with exceptional customer service with an analytical and problem-solving mindset.
- Demonstrated experience proactively addressing personnel issues and/or disciplinary actions.
- Demonstrated experience in emotional intelligence.
- Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
- Demonstrated organizational management skills performed in a team-oriented workplace.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties and work performance are aligned with telecommuting they may be allowed to do so.
