seeking an expert Economic Development & Finance Consultant to lead the incentive strategy for a major 8-acre urban redevelopment project in NJ. And make additional recommendations. What the benefits to Township on approving this project.
Our vision is a high-density, Transit-Oriented Development (TOD) consisting of:
•Residential: 1,000 apartments (Senior Housing and Workforce Housing components).
• Commercial: 30,000 SF mixed-use space (Targeted: Grocery Store & Medical Offices).
• Redeveloper: New ERA Development LLC.
The property is already designated for redevelopment. We need a consultant to bridge the gap between our vision and the financial/regulatory requirements of the Township of Belleville and the State of New Jersey.
Scope of Work:
The primary deliverable is a Comprehensive Economic Development & Incentive Report that includes:
1. Incentive Stacking: Identify and model the best mix of state and federal programs, specifically focusing on the NJEDA Aspire Program and Food Desert Relief Tax Credits (for the grocery component).
2. Municipal PILOT Strategy: Draft a proposal for a Payment in Lieu of Taxes (PILOT) agreement to present to Belleville officials, demonstrating long-term fiscal benefits to the Township.
3. Financial Gap Analysis: Conduct the "but-for" analysis required for state tax credits, justifying the need for incentives to reach project feasibility.
4. Community Benefits Agreement (CBA): Outline recommendations for the CBA required under the Aspire program, focusing on senior/workforce housing and local job creation.
5. Transit-Oriented Strategy: Quantify the benefits of the project's high-density TOD nature to align with NJ Transit and NJDOT planning grants.
Requirements:
• Proven Experience: You must have a track record of securing Economic Recovery Act (ERA) incentives.
• Deep knowledge land use law, redevelopment landscape, and NJHMFA financing for senior/workforce housing.
• Strategic Writing: Ability to draft professional reports and "benefit narratives" for Township Council presentations.
Preferred Qualifications:
• Experience working with land use counsel.
• Background in urban planning or municipal finance.
